Gagging for it

The use of gagging clauses in the public sector goes against everything it stands for  There are a lot of unhappy people in the public sector. A lot of managers are doing things they don’t want to do, they’re doing things they don’t believe in, and they’re doing things they think are wrong - wrong for the service, wrong for the service user, and just plain wrong. But they know they can’t speak out publicly; even internally expressing concern is seen as dissent, and criticism is viewed as disloyalty. If you’re not on board, you’re a liability.
