What to make of NHS England and their 'Call to Action - the NHS belongs to the people"?

NHS England published their "Call to Action" a month or so ago. While it offers a clear analysis of some of the challenges that face the NHS now is the proposal to hold "the broadest, deepest and most meaningful" public discussion that the service has ever taken helpful?

Is the intention that this discussion will "help shape a longer term strategy for the NHS that will feed into the commissioning plans of CCGs n 2014/15 appropriate?
